i have to deal with law as it is now. the law says we have a fund a certain amount for retirements and for, for retiree health benefits. we're fully funded on retirements. we're overfunded by $11 billion in one of our accounts. we're trying to fund retiree health benefits, promises to your point made to people and that is part of what we're looking to do to make the law change. melissa: you have to cut labor costs. that is point three. 80% of the your cost is labor. you have to eliminate something like 100,000 people. are you going to be able to do that? >> we, in the year 2000, we had 800,000 people on the rolls. today we have 528,000. we already reduced the headcount by about 35 thousand people. we done it through attrition and done it maintaining infrastructure. same number of post office, five days of delivery. our people are much more product they have than they were today. our goal is to get to 400,000. you get 400,000. that is a five-day delivery. that pulls the costs down, makes us profitable and helps to us contr

there is absolutely no purpose in the law and in reality for this amendment. there's nothing -- it's nothing but a political tool and it's being used in an effort to divide this country on an issue we should not be dividing america on. we ought to be talking about issues like healthcare and jobs and what's happening in iraq. not using an issue that divides this country in a way that's solely for political purposes. it's wrong. >> mr. vice president, you have 90 seconds. >> well, let me simply thank the senator for the kind words he said about my family and our daughter. i appreciate that very much. >> you're welcome. you're welcome. >> that's it? >> that's it. >> ok. then we'll move on to the next question. this one is for you, mr. vice president. george bush has derided john kerry for putting a trial lawyer on the ticket. you yourself have said that lawsuits are partly to blame for higher medical costs. are you willing to say that john edwards, sitting here, has been part of the problem? >> well, gwen. >> mr. vice president. >> first of all, i'm not familiar

they enforced rule law. they encouraged trade and enterprise. they understood economic freedom is the only force in history that has consistently lifted people out of poverty and kept people out of poverty. a temporary aid package can give an economy a boost. it can fund projects that can pay some bills, employs some people for a time, but it cannot sustain an economy for the long term. it cannot pull the whole weight because at some point the money runs out. but an assistance program that helps unleash free enterprise can create enduring prosperity. free enterprise is based on mutual exchange, millions of people buying, trading, building, investing. it has its ups and downs. it is not perfect. it is more reliable and more durable, and ultimately history has shown it is more successful. by the way, perhaps the best example of the good that free enterprise can do is by looking at the example of the developed world itself. my friend arthur at the american enterprise institute has pointed out before 1800 living standards in the west were appalling.
